Not necessarily. The Doctor's met his previous regenerations before. It could be a plot where the new Doctor has to come to terms with what the Time War turned him into by meeting the one played by McGann, and possibly others, maybe all of them? It is technically possible. In one of the multiple Doctors episodes (pretty sure it's The Five Doctors) the first one has already passed on, and they portrayed him with clips and another actor.I'm with Sneakie on this, on the one hand it'd make awesome material for a film. But on the other hand, it'd remove any mystery about that part of the Doctor, and it's something that's had a huge, profound affect on him. Sometimes it's better to keep a few secrets.
Plus.... if they did it, it'd have to be with a different Doctor, and I love Matt Smith so very much
