I believe it’s fine as long as both the parent and child are comfortable as as long as the child is underage.

I used to kiss on my kid's lip when he was a toddler, but now I don't. These days, I kiss on my two years old daughter's lip but I might not do it for long. I think it is ok when your kids are babies or even toddlers.
