While it's understood that kids, and that's what they are is kids, are having sexual experiences younger and younger. Is it right? Probably not. Can it be stopped? Probably not. I'm looking at this as a parent. Do I want my daughter to start having sex when she's 14? Hell no. Will she? Only time will tell. But as a parent, my concern is not only for my daughter, but also for the off chance that she gets pregnant. That would be another mouth to feed. I think that will be brought up with my kids as they get older: the value, or lack there of, of the dollar. No money, no food. Can she get a job when she's 14? Not really, nothing that pays anything substantial. And if she does get something, how's she going to finish school, to get a better job, you know? This topic really has nothing to do with 14 year olds having sex, it has everything to do with who's paying for the pregnancy and the upbringing of the kids having kids.
While it's great to make the claim that Holland has the lowest teen pregnancy rate while the age of consent is 13, the fact remains that these kids are still getting pregnant, leaving the the parents, or in some cases, the Government, to pay for everything. This isn't the dark ages: our lifespans are like 80+ years and people are having sex well into that age range (see: Hugh Hefner). Why not emphasize abstinence? Nothing's safer if you think about it.
