Do commandments and threats negate free will?

Actually, evidence either proves a claim or not. A person's intelligence is not relevant. However a smart person is quicker to determine if the evidence proves the claim.

Actually an intelligent person can look at evidence and draw a conclusion. A dumbass has to be spoon fed things like the theory of evolution. So, yah, intelligence has alot to do with it.

That is right. The two verses before that one apply as well.

Romans 1:19 Because that which may be known of God is manifest in them; for God hath shewed it unto them.
