It's definitely racist. It's allowing students to imitate/make fun of a different races way of expressing themselves/dressing. Sure some people dress like that all the time, but this definitely doesn't sound like that's the case. They did it for a rise and they got it.
Also if any money is awarded off of this the court system would be absolutely freaking ridiculous. The court needs to order the staff/students to do community service and also take some diversity courses. There's no reason for this to turn into a money matter...BUT it is America, so that's probably what it will turn in to.
