Well....there is little need to cooperate in situations that aren't of a crisis level event, to begin with.
Cooperation is a reflection of the polarity within a society, not necessarily the imposition of a crisis......the intensity of polarization of thought on that particular event/concept.
For instance....Bush was able to polarize the public after 911 into agreeing to an invasion into Iraq. It was propaganda that drove general acceptance, not the reality of the crisis itself.
As the years of occupation passed, it became obvious the original intent of the invasion was bogus.
Again, take the banking scandal. This happened by convincing the general public there was no crisis.....and now the polarization in the general population has produced political leaders reflecting such intense opposition that 'compromise' on solutions often seem non existent.
In actuality, as a nation, we often don't cooperate well before, during and after a crisis.
The Civil War would be a classic example of just how far a crisis can be driven by the lack of cooperation.
I think this is one of the bigger hazards we face today as a society, a fractured society polarized to the point it's difficult to reach solutions that are necessary for it's own survival.
Today, politics is about the opponent giving in to demands, not the search for mutually agreeable solutions.
We simply do not cooperate well enough unless driven by crisis.
Sometimes we don't cooperate well enough because there is a crisis.
Control the emotions of a society and cooperation is controlled at the same time.
So it's really more about propaganda than the actual crisis.
