Read the small print & contact information on the poster. Definitely USA 1911.

I'm not saying it wasn't used in the Industrial Worker, just that it was originally a Bolshevik propaganda cartoon and I believe the Industrial Worker used it for its own means. Look at it, what have kings got to do with the USA around 1911? The church leaders look very Russian Orthadox too.
Anyway, Kelvin dosen't seem to be very opposed to Capitalism in his own country because it's without Democracy. Must be nice to live in a service station for multi- national countries.
