Should fat people have to pay double?

Reason i ask is, i was on the bus earlier and there was this fat guy behind me, he took up two seats. Now, my understanding of the laws of a bus ticket is that it entitles you to one seat on the bus, not two. Which is what this guy was taking up. The price of a ticket on the one i was on is £1.60, he should by rights have paid £3.20.

This is a very tricky situation and I know does cause alot of problems in the airline industry where passengers are booking online now more and more often so the booking agent doesnt actually see the size of the passenger. Airline passengers are expected to book two seats if they are obese, however, the airline cannot be seen to be discriminating against larger people by asking them to pay for another seat when they check in, I guess this might be the same way with the bus.

I wouldnt like to be the conductor - do they have bus conductors anymore - who asks the passenger to pay for two seats.
