Yeah, I am sure it is that, cos there are only two choices - the dot is already there in pos rep, by default, when you got to give rep, so you have to click in the other one for the neg rep.

Blue/gray is what is given by new members .. it's because they are so low in the amount of rep given. I think they either have to have a certain amount of posts or have gotten a certain amount of rep for it to change colors.

I don't think it is negative rep .. it's good rep, just the color shows that they are very, very new.
