A vasectomy actually snips the tubes between the "exit hole" and where the sperm comes from so the guy is shooting blanks... no erection problems or anything after a vasectomy. A castration is removal of the balls.
We have a patient who is forced by court order to take female hormones. It's a chemical castration, so-to-speak. Of course, it only works if he actually takes the pills. We have to verify with his parole office that he gets the scripts filled routinely. And it is a whole lot of paperwork, because of the patient confidentiality laws. He has to get drug tested too.

You're correct. Rape isn't usually about the sex. But it is about the aggression. High testosterone has been proven to cause aggression in some men, to the point of violence. Actually child abuse will dramatically make a person more susceptible to do certain things, like rape, killing, stealing etc etc. I don't think you can say 100% that their past has no sway on aggression and the like. All of our actions are influenced by past events.Yes, he'll still have some produced, but it will be dramatically less. And the past abuse is a cop out excuse for aggression. Everyone has something in their past that you can falsely blame and say "it made me do it". That's where personal responsibility comes in. You overcome your past by your head. But overcoming a substance in your blood is something you cannot control.
I could see maybe somehting like a surgery to temporarily halt some testosterone production, and then have the suspect undergo strict rehabilitation programs, and if they deem him right, reverse the surgery.Disagree.
In many cases, men CANNOT control their aggression. Just like women have PMS hormonal surges which make them "crazy", men can also have hormonal problems. The problem is that the elevated male hormone can lead to violent and deadly consequences. I don't agree that it should be mandatory, but if it was offered, then I see nothing wrong with a man using it.
