Silly Louisianan! We went down to Mardi Gras with my roommate one year, and she was from LA and I couldn't get over her calling it a neutral ground!

It seems to already been answered, it means no overtaking. Its different than on the Beatles album because that was in 1969/1970 and has been changed since.
