Hellraising pair banned from every council home in Harlow
By Chris Moss A HELLRAISING mother and daughter who terrorised a Harlow neighbourhood with their drunken and violent behaviour have been banned from every council property in the town.
Chelmsford County Court granted the six-month injunction to Harlow Council’s housing service after hearing how Tracey Ayers (46) and her daughter Kayleigh Blunnie (25) intimidated neighbours and engaged in drunken street brawls while living in Spring Hills.
The court was told the unemployed pair moved between at least four different flats in Harlow, befriending vulnerable occupants or breaking in before turning the properties into "drinking dens".
One witness described how the warring mother and daughter even turned on each other outside a flat in Spring Hills on Mother’s Day, fighting drunkenly in the street.
Harlow Council began receiving complaints about the pair in April 2011, with one neighbour comparing the atmosphere in the road as similar to "living in the Bronx" in a reference to the notoriously tough New York neighbourhood.
Ayers and Blunnie were given 24 hours to leave their last known address in Spring Hills after the judgement was issued on June 22, and are now banned from entering any council house in Harlow without written permission until December of this year.
Police and housing officers have since secured the property, which is now empty. The emergency ruling renders the pair subject to arrest if its terms are violated.
Councillor Clive Souter, Harlow Council’s portfolio holder for housing, told the Star this week: "This selfish pair had reduced their street to a state of fear through their appalling behaviour and were effectively bullying their way into living in properties where they were not even the tenant.
"What this ruling shows is that the Council will use all the tools available to us in preventing anti-social behaviour."
