Permanent Resident status used to be permanent. We didn't get the green card early enough.

It invites foreign bias into a voting process that's not necessarily loyal to the society.
Citizenship is a reflection of that loyalty.

It was playing off your comment about drivers licenses. You have to keep your driving skills sharp, so renewing your license make sense. Renewing a green card makes less sense.
