I'm not sure about where you live and the laws their, but in the U.S.(Or at least the state that I live in), having sex with a family member, although considering rather disgusting, is not illegal. But this is different, because it's a child. Now, it doesn't seem as though she's doing this just for the main purpose of getting sexual gratification, but it is sort of gross.
