I see nothing wrong with 16 year old making their own decisions.
If they are not educated on pregnancy and STD's by that age, thenthe parents have not done their job.

The article says the mother is raising two of her daughters five kids. Clearly this daughter was a young, drug addicted, and uninformed statistic. How much responsibility do you give to the mother for how her daughter turned out?
You draw the line at the common age of maturity, which is 16. This is the age where the majority of teenagers are able to make a conscious decision whether or not to have sex, while being fully aware of the risks involved. Some 14 year olds are mature enough to make this decision, but not the majority of them.
And parents are not responsible for how their children "turn out". They are responsible for delivering their child to adulthood well educated.
What kind of maturation are you talking about? Sexual? Psychological? According to the Google Machine, sexual maturation is often before age 16. Psychological maturation seems like more of a social construction that varies between cultures. Certainly, in our American social system, maturation to adulthood and adult decision-making begins at 18.
So it's entirely possible that this mother gave her daughter all the best in education and guidance, and she still turned out a wreck? Personally, when I read the story, I thought it reflected harshly on how the daughter was raised. I thought to myself "what kind of a parent would put up with that?" You don't feel the same?
