He will take any window of opportunity to fulfill it. Unless this is a small complex and the owner was doing the work.
And I would be willing to bet it was a gas powered trimmer. I have never seen a contractor doing apartment complexes using electricity.
If this was a residence and it was electric power I might be with ya. Not likely though as even with electric one can use caution and be safe as long as there is not standing water. A GFI would do the trick to ensure one does not get fried.

Yeah... Interesting way of looking at things... I'll give you thatI don't know how to respond w/o it coming out wrong, so I'll just say that in life I tend to avoid people who always look at the negatives instead of the positives. It's something I tell my own mother all the time.
The example I always give is this...I was in Washington, DC on my 4th day of on 8 day NYC/DC vacation. My feet were killing me and I *literally* had blisters on top of blisters. I was in a lot of pain and started whining...until I realized that A) I was on an amazing 8 day vacation and B) having blisters on my feet from doing too much walking meant I was fortunate enough to have the use of my legs and not be wheelchair-bound. It's all about perception, IMO.

I am judgmental... Everyone is. I'm sorry but they are even you. Why would I say so? Because I see the people in my area everyday. I witness the stupidity first hand. The man that owns the apartment next door is a slum lord, what type of individuals do you think he's going to get to work for him? Yeah, we made the mistake of reading a "walking tour" book about Arlington that said you couldn't FULLY see the cemetery w/o doing a walking tour. Mind you, that was after having done a shit ton of walking in NYC already (we were staying off 8th street and walked to 67th in our first couple of hours there, LOL). It's a lot of walking and can wear on your legs and feet BAD even if you're in excellent physical condition (which I was NOT at the time). But I choose to look on the positive side.![]()
