It's seems to work ok here, people are rather going to take a couple of hundred quid fine and a slap on the risk than waste tons of money on legal bills to fight it, especially when a judge with common sense is just going to see them as wasting time to be a prick and more than likely hit them with a heavier fine or worse.

Fair enough but we are talking about the U.S. and I believe that not enough judges there show the common sense you speak of.
