Well, they can enforce it by not letting him spend time alone with one other person. If he's restricted to group settings, that brings down the likelihood of him ever getting into this position with someone else.

i am going to have to disagree with your comment of "subhuman".....would also like to give you some friendly advice. you do not know all of the members backgrounds here so the names you are using could be offensive to some.

This world is getting a little too sugar coated. I'm not trying to stir the pot here, but retarded is a medical term. If I'm smart, should be I be called mentally inclined? Or just smart? I think we get too hung up on a single word and miss someones opinion entirely. Then we expand on our opinion and throw the topic of the thread into further disarray. Personally I feel that retarded is a strong word and would use handicapped, but that's me. Since so many are taking a moral high ground here, then I say run with it. Place the individual on ignore and allow the others who are able to discuss this in a mature manner to carry on with the conversation.

I have yet to develop an opinion on this subject, as I'm still kicking it around. I can understand both sides and can also see morality in them both. I need to think about it more, but some good points have been made in this thread.
