what he's alluding to is white america believing that black citizens who smoked marijuana would go into a frenzy and be uncontrollable. This fear in white america playeda part in leading to the banning of the substance. It's much the same way with cocaine. Coke was legal for a long time in the US, and eventually the government started portraying coke as a substance that would make black people go crazy. There were even police precincts in the south that petitioned for larger caliber bullet to take down "Cocainized Niggers" (I'm not being racist, simply quoting here)
