I want a BEC enforced in every country.
Breeding and Educating Certificate.
Couples (married or not, heterosexual or not) would have to undergo psychological tests, and been awarded or not the right to have children. If they still give birth without the certificate, the children would be taken from them very early (so the baby isn't aware of what happens) and given to families wanting to adopt.
Every couple of years, families with the certificate would need to be examined (maybe just during a short individual interview of every family member) to identify potential troubles and try to find remedies.
Ok that's irrealistic and probably not very efficient... but I can't help thinking not everyone out there is suited to become a parent.
