Victims often report abuse only to receive automated responses or no action. This discourages future reporting. What would a victim-centered reporting system look like? Should human review be mandatory for serious abuse claims?

That's because a lot of people try to avoid the situation rather than fight back. Fighting takes a lot of courage, and sometimes it can also be detrimental against your mental health.
