For me, a skill-based game is the one where improvement really comes from practice and decision-making, not just being lucky. If players can learn mechanics and strategies, and get better in game over time, that's certainly a skilled gamed gaming. The outcome should mostly depend on how well you play and not just the random chance you get.

A game feels truly skill-based when success depends more on player ability than luck. I think a high skill ceiling, room to improve, and fair competition make players feel their effort actually pays off.
