I don't think this is a political issue, which is where you seem to be steering this discussion.
There is absolutely no doubt that water-boarding constitutes torture. But this act of blatant child abuse on the part of the parent is completely irrelevant to any broader discussion or topic regarding the use this technique against individuals during the 'War on Terrorism'.
you're right, it's not a political issue, the issue is a bad parent abused their child. HOW they did it does not matter. he could have kicked and punched her and he'd still be an asshole for it.
and for ole kelvin to try and make it about waterboarding is almost as bad as this jerkoff for what he did to his daughter.
besides it should be painfully clear to the thinking people on this forum (clearly not everyone fits into this category) that there are some things you can do to an adult you shouldnt do to a child. adults can handle a waterboarding, children, not so much. besides it's a technique used to get information, not remind a child of their ABC's. maybe next time the should try something else, like going over the whole alphabet with her. it's a bonding experience and gets him involved in her education. but no...waterboarding seemed like a better idea to him. once again supporting my theory that not everyone should be allowed to breed.
