Pakistan is a terrorist nation of rapists, murderers and many of them are the police and officials of their justice system.
You're using the same size paint brush as mazHUR is using when making a statement like that IMO.
There ARE cultural differences, and as an old saying goes, "never criticize a man until you walk a mile in his moccasins"
The fact is, there are many corrupt US and Federal law enforcement agencies who abuse power and push their own agenda. I believe the same can be said for any government.
For the most part, I'd like to believe that men and women around the world would just like to have a good life with family, and if cultural differences were taken out of the equation, we'd all be pretty much the same. You have good people, bad people, stupid people, intelligent people, evil people, sadistic people, power hungry people ALL over the world.
The US is far from a perfect country, but compared to many places in the world, the playing field is as about as equal as you're going to get due to the seperation of powers in it's government (between Legislative, Executive and Judicial). Our ace in the hole so to speak in my opinion is the seperation between church and state. That said, we still have battles to fight as a country, and we're still fighting them. It's slow going, but progress is being made for the equality of everyone.
