The animal rights campaigners are wrong about that. I don't know what's going on there but it isn't economics. Vaccination would have been a lot cheaper than losing that much livestock.

If it's a fact that they buried those pigs alive that's where the wrongdoing is. They should have shot them first. Foot + mouth is a very nasty disease and they have to ensure it doesn't spread to other livestock and more importantly humans. It is extremely contagious as well as deadly.
