I'm not so sure there has ever existed a rule whereby a goal is given.
The thing is, and it's like the ball crossing the line rule, the referee has to be 100% sure that the ball is going to cross the line. Not 90%, heck, not even 99%, he has to be absolutely certain.
Now we know from looking at replays thta the ball was going in, but does the referee? I haven't a clue. He's seen enough to declae a red card, but has he seen it as preventing a certain goal?
But of course this is all moot as the rule states that in the case of this a penalty, not a goal, has to be awarded. Now whether or not you agree that a penalty is punishment enough is neither here nor there, it's the fact that one has been awarded.
