Massachusetts' passage of the law means that 27 percent of the 270 electoral votes needed to activate the National Popular Vote plan are now committed. Since the plan's launch in 2006, it has also passed into law in Hawaii, Illinois, Maryland, New Jersey, and Washington. Bills have been introduced in all 50 states, as well as Washington, D.C., earned the votes or sponsorship of nearly 2,000 legislators, and won approval in 30 legislative chambers

That is fairly contrary to the constitution..pretty sure thats not going to fly...
It's not against the constitution at all, since each state decides how it will apportion their electoral votes, but it won't fly. The first time the MA people vote 60% for one guy & watch all of their electoral votes go to the national winner, the system will collapse.

It's a dumb idea. An idea far easier to sell and maintain is assigning the electoral votes in proportion to the way the state voted, such as Nebraska and Maine do.
