Back to your prob. You said your not worried about the cruise cable. You should be because it also can cause your TB to stick open. Also remember that things move under driving conditions, so the STB could be coming in contact with the TB cable and the shaft.

if the cruise cable is not even connected to the throttle, how could it cause it to stick?

Well, if it's not connected then it probably can't. Why wouldn't it be connected?

that was what i was saying waswrong with it... if you look at the pics above, youll see that it looks like it isnt connected. not sure why it isnt thugh. i think the little gray platic part that connects to the throttle cracked or something.
