There must be a way to fix a bumper on a car for under £400 and thus keep the no claims bonus.

That is really annoying. First that someone would steal parts off of a car and secondly that your brother has to pay for it. Ya gotta love insurance companies...Not!

Try a salvage yard? We got a quote from a garage to replace our indicator stalk and it was something like £140 to do it. We went to a salvage yard, found another Ford and paid £10 for the stalk, and my boyfriend fitted it himself. If you can do something similar, it could save him some money.
