You do have Turkey Vultures in Sask. but you are correct when you say yours definitely isn't one of them.
I have taken a very close look at your bird and I wish you had a nice frontal shot because that would have helped me pin it down. From what I can see my guess would be a Swainson's Hawk but like I said that's just a guess. If I'm correct it would be an adult.
