And the US does not target citizens in Pk or Afg, just terrorists.
Civilians do get in close proximity to terrorist leader and they unfortunately suffer the consequences of the terrorist war Pakistan started.

At home, as part of the war on terrorism, it has curbed civil liberties, the rights of refugees and asylum seekers, and the access of foreign students to US schools and universities. It holds in custody an unknown number of aliens and some Americans treated as “enemy combatants,” suspected but not indicted, whose access to hearings and lawyers has been denied. The Republican majority in both houses of Congress and the courts’ acceptance of the notion that the President’s war powers override all other concerns have given him effective control of all the branches of government. The administration’s nominees to the courts would consolidate its domination of the judiciary.

revealed that the government has access to data from phone companies, most major internet companies and basically every inch of your digitized private life, the National Security Agency actually had the nerve to suggest that it's allowed to do all of that stuff. In a hearing before the U.S. Senate Judiciary Committee earlier this month, NSA Director Keith Alexander argued against imposing limits on government surveillance programs and also noted that the NSA has top level accountability procedures.

To be clear, limitless surveillance... is limitless surveillance. What Alexander is arguing is akin to suggesting that the government has the right to watch you at all times, no matter who you're with and what you're doing, and regardless of whether or not they have probable cause. Not only is this alarmingly creepy, it's also in violation of several constitutionally guaranteed rights. As for accountability, what good is accountability when it's internal, that is, only to the same folks who are perpetrating these actions in the first place? There's got to be hundreds of dystopian novels out there regarding a surveillance-related demise. And here we are...

The very suggestion that America may be strong enough not to need quantitative easing sent global financial markets into spasm last week. If America was coming off life support, then the subsidies for all kinds of financial packages would end. As one financial strategist told theNew York Times, ‘The Fed isn’t just the US’s central bank. It’s the world’s central bank.’ This point was not lost in Britain, where government borrowing costs surged. It’s said that when America sneezes, Britain catches a cold. But even as America gets better, Britain can remain ill.
