I was trying to think along these lines too, because 18 is where children are "adults", and women always lie about their age. But I couldn't make it work for all of it. My head hurts.

I posted this riddle on 4 other forums and sent it to friends and co-workers. No one has any idea and I have come to the conclusion that there is no answer.

I have a store that is still run by family over in Kingwood, so my thought was that it had something to do with clothing sizes.

A man has six sizes of shirts, ranging from S-XXXL.

Larger men have 2 larger sizes.

Women's sizes come in halves.

Children have around 18 sizes, depending on the manufacturer.

The rest you can pretty much kick to the curb...a riddle won't have clothing, but we will...and a label can be read (red) at day, but not at night without the aid of light.

So eh. I was bored.

That is by far the best explanation I've heard yet. I'm not completely convinced for some reason though...
