It's a Call of Duty 4 ranking symbol. You can see it in the first link at approximately 1:59 and in the 2nd link at approximately 0:28
It's a Prestige 5 symbol (out of 10 total), based upon the Saudi Arabian version of the Kuwait Liberation Medal awarded to members of the Coalition Forces who participated in Operation Desert Storm and the liberation of Kuwait between the dates of January 17, 1991 and February 28, 1991.
