Ratifying the 4th pending amendment

Something I learned about in history class today, is the unratified proposed amendments of the U.S. Constitution. The 4th of which, is the Child Labor Amendment. This amendment states:

Section 1. The Congress shall have power to limit, regulate, and prohibit the labor of persons under eighteen years of age.

Section 2. The power of the several States is unimpaired by this article except that the operation of State laws shall be suspended to the extent necessary to give effect to legislation enacted by the Congress.

This amendment is still technically pending, it has been since June 2, 1924. But something interesting is that an amendment must be ratified by 38 of the 50 states to become incorporated into the Federal Constitution, and only 28 have voted to ratify this amendment, meaning if 10 more vote to ratify it, it actually will happen.

So, with teenagers giving birth to children more and more each year, what do you think? Should Congress have power to limit childbirth if the mother is a minor, or should it stay the way it is?

I think it's a bit of both. While it would help to prevent unprepared teenagers from having children that could be raised poorly, it should also be in the hands of the mother if she wants to raise a child or not.

It's saying that with this amendment being accepted, the Congress will have power over any person under the age of 18 giving birth. I'm not sure what they would do, but they'd have control over it.

Which is where my question comes into play. Should this amendment be ratified? It seems that more and more teenagers under 18 are becoming pregnant. I've seen many 15 and 16 year old girls that are pregnant. Should this amendment be ratified, to help prevent unprepared girls from having a child?

Child Labor, as in, nobody under 18 shall labor(Give birth to) a child. Child Labor Amendment.

You're probably think of child labor laws. Read the sections I posted, they explain it.

EDIT: Wait a second, maybe I'm misinterpretting this?
