That's just how the rules are here. Male nipples= Okay on the public board, female nipples= not okay. Should it be that way? Probably not, but that's how it is.

Yes, they can...when the breast it's attached to is rounded and there's no face to go w/ it, I would assume it's a female's breast. Rules on nipples on the open forum are just like they are in society...men's are okay, women's are not.

No decision amongst the staff is made by 1 single person when it comes to something other than an obvious spammer. Myself and 3 mods made the decision...if there's a problem w/ it, Darrell or Veronica either one can be reached by PM, but please keep it off the open board.
