I would assume it is, given that you have to upgrade to VIP in order to unlock the ability to have an image and/or link in your signature.

I actually had to look into this as I didn't remember
Users can have a signature, but it can't contain links.
Users can have an image in the signature though.

@Kurbir is correct that getting premium unlocks more lines and links in the signature.
