I can't answer why God is "Punishing Teas" can I? All I can do is speculate which will lead to misinterpretation of what God is all about.

It also sounds like that another Texan wants more rain, not less

I have watched the movie Bruce Almighty in which this situation was posed (though nothing to do with the weather), you can't answer all the prays because if you do, they still won't be pleased
