no. "Candy" refers to the beads. A Candy kid is someone who dresses...very bright and colorful and wears TONS of beads. This example is a tad excessive but most people would wear 5-15 bracelets on each arm. The point was to "trade" with other candy kids. I was part of the the whole giving, community vibe.
