Start up type.....continue from last time.
Site preferences.....This is not global but site specific...while on the webpage right click then select/ site preferences /cookies/ select delete new cookies when closing opera

Now you vote. fill in the captcha ,submit close opera
Repeat.
Each time you open opera you are on the voting page and the cookie clears when you close
