open up the picture, either by starting ms paint first, and using the open menuitem from the file menu, or right clicking the file, and selecting open with ... ms paint.
once in ms paint, click on the image menu, click on stretch/skew, and in the horizontal / vertical boxes, use a smaller number than 100 to achieve a smaller picture. i use the same number in both boxes to keep the picture the same ratio.
