Overloading a Motorcycle

These are common images in third world countries. It really disturbs me when I see such reckless and irresponsible acts of stupidity, especially this case because their are children involved. I don't get it. Is it really worth the risk of endangering the welfare of a child just so you can get a free ride to your destination?

What's really messed up is that traffic enforcers and police officers won't cite these offenders. They usually let it slide, but as soon as a foreigner scoots on by, you can bet that the dollars signs pop up and they will ask you to pull over just to see if you have proper paperwork, and they will test you if you are aware of the laws, and try to get a bribe.

It really sickens me to see child endangerment and law officials turn a blind eye because there is no money to be made on poor locals.

Anyone else see or experience this type of thing?
