Making laws under our conditions is difficult.
Solar energy sounds like an entertaining concept until you realize the spring time storms that bring high winds, tornadoes and hail also bring destruction of outside structures.
The general area of Ohio I live in was declared a Federal disaster zone 3 years ago from hail damaging many $billions of homes and businesses, several years prior the results of a hurricane in Texas resulted in wind speeds over 70mph and cut a path of destruction arcing from southwest Ohio into north west Pennsylvania.
Designing inefficient laws that disrupt the current utility business models is damaging, not constructive to our infrastructure.
