2 men charged with incest

Three members of a local family were arrested over the weekend on allegations of child abuse and incest.
Allen Ray Fields, 31, of Whitman, was arrested in Logan County by West Virginia State Police Trooper Lonnie D. Hensley for five counts of incest, five counts of first-degree sexual assault and five counts of sexual abuse by a parent on April 4. He was booked at the Southwestern Regional Jail at 3:45 p.m.
Anita Lynn Maynard, 30, of Whitman, was arrested by Tpr. Hensley for eight counts of child neglect resulting in injury on April 4. She was booked at the regional jail at 3:45 p.m.
James Douglas Fields, 64, of Logan, was arrested by Tpr. Hensley for three counts of incest, three counts of sexual assault and three counts of sexual abuse by a parent or guardian on April 4. He was booked at the regional jail at 3:45 p.m.
Logan County Magistrate Dwight Williamson set bond at $100,000 each.
According to police reports, on March 16, a statement was received from the victim who was the juvenile daughter of Maynard and Fields who said she had been sexually molested by her father and grandfather.
“The victim further stated that her mother knew this was going on,” the report states.
The officer allegedly received a statement from the mother that she had witnessed the incest on two to three occasions, and had told the father to stop.
The mother allegedly told police that her daughter had told her four to five times that she was being molested sexually by her father and grandfather.
“The mother took no action to help the child or spare the child from the reported abuse or report the abuse to authorities,” the police report stated.
The child was seen by a doctor on or about March 16 and the doctor said the child was injured as a result of the incest.
Another criminal complaint states the 6-year-old girl told police that there had been oral sex and sexual intercourse between her and her father.
The other complaint also mentions the statement from the mother who reportedly admitted she had witnessed the alleged incest more than once.
A third criminal complaint states the girl said her grandfather allegedly molested her sexually.
When asked how many times, the victim said, “Days and days.”
“Further a statement obtained from the mother advised (the victim) told her four to five times that she was being sexually molested by her grandfather and father,” the report states.
A warrant was issued for the arrest of the trio last week.
Trooper Hensley had planned on arresting them on warrants on Friday, but the defendants were not located until Sunday.
Executive Director Beth Cook of the Logan Child Advocacy Center said her agency and several others worked on the investigation, which lead to the warrants and arrests.
“The investigation was run through the Child Advocacy Center working with the West Virginia State Police’s special unit, the Logan Prosecutor’s Office and the Department of Health and Human Recourses,” Cook said, noting it was an extremely disturbing case.
“It has been under investigation for a few weeks,” Cook said of allegations of abuse, incest and neglect. “Our team went to work on obtaining warrants after the forensic interviews and investigation were completed.”
Another source told The Logan Banner that the children were living in a state of extreme neglect. More charges may follow as there were reportedly two small boys who were also allegedly abused sexually.
