Disciplining your child for bad behaviour and a girls choice to abort a child after being raped/making a bad choice are on completely different fields of play here. A teenage female getting pregnant isn't the fault of the parents, it's her own fault (unless she was raped).
I do not know what your trying to say as your response does not seem to be in context of the conversation I was having with Silious950.

Well you brought up the fact that a female under the age of 18 can have a major procedure done without parental consent even though she's underage. To me it sounds as if you're trying to rationalize putting the boy in juvenile hall for committing a crime, denying any responsibility on his mothers' part.

No that is not what I was saying.

I was just making a side note of a double standard. The law picks and chooses when they think a parent should and shouldn't be responsible for their child's behavior.

As for the OP: 13 yr olds are usually at legal age to be left alone and to babysit, HOWEVER there are limits on how many kids any one person can supervise.

There is obviously something mental about the child and it sounds like his upbringing/homelife sucks. This should be taken into consideration, but by no means should the buck be passed. Everyone needs to be held accountable for their own behavior in this situation. As it should be in all situations, but isn't.
