He's all over the map. He just went on a rant about everyone being tired from traveling there. "20 hours on a plane and then you are expected to give a speech".

He's arguing the UN should be relocated to another hemisphere for lack of sleep.

What a rambling stupid speech.

The poor guy translating for him is going to lose consciousness from lack of air. He gasps every now and again.
