Yes you can... reread the quote. They are getting forien help to become self-sufficient at building them. As in getting technical aide or machinery to build them. As in they can build them with components they make themselves then put them together without outside help.

Think about it this way, 'give a man a fish and he eats for a day, teach a man to fish and he eats for a lifetime'.

The foreign aide is basically the other country teaching Iran to become self sufficient in building the missiles. As in, teaching Iranians how to build them themselves.
