It is skittish

I do not know if it has had a bad experience or not, but it runs away every time I get into a decent range. I spotted it on the HVAC unit earlier this afternoon, and I got a good picture, considering it was outside, and I am inside, at an angle.

Anyways, I want to see if I can keep it as an outside pet, but I gotta get it to like me first.

Try leaving out some food for it where it usually goes, and make sure it sees you doing it sometimes, too, so it gets eough trust. Then, try feeding it from your hand.
