No no. This is where the Single Non-Accrued Act of 1811 comes into play.
When one check is in question of payment, no single being shall be expected to pay in full. The funds are to be collected from the entire population (each pay a fair share) by a Court Cleric named by unanimous vote-in by the people of the respective village.

I will respond as best I can, because I dont have sound on the work computer, but what I think you are asking is what if the holidays come into play, and the courts are closed, making it impossible to have a vote?
If that is your question, then that answer can be found with the 1817 Doctrine of Holiday Needs. You will have to look that one up yourself, as my copy got destroyed in the flood of 1847.
