How Do You Pay Respect At Family Graves?

Dad was cremated and his ashes are at my mothers house so every-time I visited mom, I saw and talked to dad

we decided as a family that mom would get a headstone so we will scatter his ashes at her grave

We don't. If you believe the soul moves on after death whether it be in the form of a ghost/spiritual energy or up in heaven, whats the sense? Me and mom used to visit my grandmothers grave in the 80s but the graveyard was just a few hundred feet down the road from my childhood home.
