I'm not making excuses for fraud but would describe it as a human condition. Fraud, corruption, and greed is what keeps most economic systems from functioning properly. No group or religion is free of it.

It does represent a large problem though, it can bring down governments.
The communist government of PR China are actually trying very hard to stamp out corruption, as they see it as the one thing that could topple them.
